The evacuation and safe refuge approach
This approach should follow the following principles for it to be approved by the local council and the relevant emergency services:
Preference is to evacuate occupants before a flood event occurs, not during an event
Refuge within a building only when the FFL above the Flood event + CC levels
Refuge in the building is only considered appropriated where dry access and egress from the building to an area not at risk of flooding cannot be achieved
Evacuation should provide safe routes located above the design flood levels and avoiding flow paths
Evacuation during a flood event should only occur if it is deemed safe by the Emergency Services only
A ‘safe refuge’ should consist of an area that is above the design flood event level, has access to clean water and medical equipment
Are flood warning and evacuation plans required in the planning framework?
The National Planning Policy Framework Paragraph 100 to 104 of set out the policies relating to the management of flood risk, the main aim is to protect people and property by avoiding inappropriate development in areas at risk of flooding.
This is further explained in the Planning Practice Guidance which requires developers to ensure that adequate flood warnings and evacuation procedures are in place and available to people using the development.
